Rwanda has made significant strides in recent years to create a business-friendly environment for both local and international organizations. According to the World Bank’s latest Ease of Doing Business Index, Rwanda ranks highly among African countries, reflecting its commitment to streamlining processes, reducing bureaucracy, and fostering investment.
This favorable ranking is indicative of the opportunities that Rwanda presents to global organizations looking to expand their operations or enter new markets. However, it is essential to note that despite Rwanda’s progress in improving its business environment, certain challenges and complexities still exist, particularly when it comes to navigating the intricacies of local labor laws and employment regulations.

By partnering with Breedj, organizations can leverage our local expertise and in-depth understanding of Rwanda’s business landscape to overcome potential obstacles and ensure smooth operations.
When it comes to expanding operations and hiring in Rwanda, global organizations have a choice to make. They can either establish their own legal entity in the country or partner with an Employer of Record (EOR) provider like Breedj.
Setting up a legal entity can be a time-consuming and complex process, involving numerous administrative tasks, legal requirements, and potential pitfalls. One major risk is inadvertently violating Rwanda’s strict local employment laws, which can lead to fines, reputational damage, and operational disruptions.
On the other hand, choosing Breedj’s Rwanda EOR solution eliminates these risks and complexities, making it the preferred option for many organizations. As your Rwanda EOR partner, Breedj handles all aspects of employment compliance on your behalf, allowing you to focus on your core business activities.

Rwanda has a national social security system known as the Rwanda Social Security Fund (commonly referred to as Caisse Sociale du Rwanda or CSR). The scheme applies to all salaried workers, both nationals and foreigners, working in Rwanda, and requires both employers and employees to contribute.
Employers are required to contribute 5% of an employee’s gross salary to the CSR, while employees contribute 3% of their gross salary. Employers are responsible for deducting social security contributions from employees’ wages each month. However, the total contribution must be remitted on a quarterly basis, during the month following the end of the quarter.
The Rwanda Revenue Authority (RRA) is the institution responsible for collecting social security contributions, ensuring that funds are allocated to the appropriate programs and services for the welfare of the Rwandan workforce.
By partnering with Breedj as your EOR provider in Rwanda, you can rest assured that your organization will remain compliant with the country’s social security regulations. We handle all aspects of social security administration on your behalf, from calculating contributions to submitting the necessary payments and documentation to the RRA. Trust Breedj to manage your social security obligations in Rwanda effectively and efficiently.
